Mealy mouthed horseshit that gets trotted out by people who haven't actually given anything any thought, other than trying to appear compassionate.
They don't require education, they already know the difference between right and wrong - almost everyone does - but they still CHOOSE to do what they do. So, taking all things into consideration, i'd suggest they have unwittingly stumbled across the correct solution, to eradicate each other from the gene pool.

It is a tragedy that young black men are killing each other no one can change things, only maybe the black community, education is the answer but sadly there are too many of these young men just hanging around bored and with no aspirations, and they see a gang culture as exciting and walk into it almost blindly hypnotised like gullible foolish children , the music part of it is another part of the supposed glamour side of it, in reality it is all 'bullshit and drugs' and that in the real world is all it will ever be.
